Hideki Horikiri
Former Director of the Ministry Health and Welfare's Pharmaceutical Affairs Bureau, as well as Former Board Chairman of a Semi-Government Medicine Facility. His crimes included gross mismanagement of blood constituents, malpractice, and financial monopolizing over pharmaceutical drugs, but mostly, his indifference at the introduction and misuse of Hepatitis C-laced fibrinogen concentrate, which eventually killed, among others, one of Shou's best friends. Horikiri and other fourty-two people deemed responsible were ambushed by an analog amount of Akumetsu while driving their cars and, wounded, were transported via fake ambulance to an abandoned hospital, where they were put to death by means of that same infected fibrinogen they distributed.
