An informant broker whose ability exceeds Izaya. In order to contact Shinichi, you have to login to their chatroom, in which they are online 24 hours everyday. Their real name (Shinichi Tsukumoya is a pseudonym/handle name), age, face, and gender remains unknown because not even Izaya knows their whereabouts or true identify, although he theorizes that shinichi is actually a group of people since they are always online, thus don't sleep.
