Kyouko Mine

Kyouko is an agent of the Ministry of the Environment in the "Supernatural Disaster Counter-Measure" department. She has a friendly relationship with Kagura and looks to admire her to some extent. She is from the main family of her clan and the granddaughter of Fujiko Mine, head of the Ministry of Environment. She is very proud, and controls paper spirits, or shikigami.
