Kili Surtr Muspelheim

She is the leader of the Dragon Cultist, who tries to get Tear back but was thwarted by Yuu. She is a D, but has been deemed a disaster by NIFL, and so is treated as a dragon. She is introduced as Tachikawa Honoka, but later reveals her true identity.
