Ichirou Shibuya

37 Years old. He's the leader of a phishing scam group. His organization of youths swindles people out of hundreds of millions per year. Those he defrauds once he continues to defraund by changing his Modus operandi, driving them into bankruptcy and sometimes suicide. What is especially evil is how he recruits youths for his organization. He's a genius at manipulating normal youths who couldn't adjust to society into commiting crimes. Not only does he put money in their hands that they couldn't earn at a normal job, but he also teaches them to enjoy deceiving and exploiting others. Which plays a role in creating many new criminals.
