The Machine Banchou. He was created as an intelligent weapon to singlehandedly stop armed conflicts and military crisises. As a good battle machine, he follows his orders which are to defeat the Banchou in the 23 District Project and gain control over Japan to transform it into a country where everyone follows a strict order under Dr. Kagimiya's rule.
