Shiner

Shaina (Shiner) is a prominent member of the group known as W.I.S.E , heading up the organization's PSI Research Division in the future. He is also a member of the Star Commanders, initially presiding over the 3rd position in a previous time line. Due to the actions of the Psyren Drifters, the current time line has him demoted to the 4th position, with Uranus in the 3rd position.
