Many years ago, Hyobu Kyousuke was betrayed. Nowadays, he’s one of the most high-level ESPers out there, possessing multiple powers -- and he’s a fugitive. Now captured, he’s forced to the ESPer Island Prison of Deadlock, where one can’t use their powers. There, he meets Andy Hinomiya, a peculiar man that hates ESPers, even when he possesses powers himself. Although the two of them are trapped in prison, Hyobu has no intention of going down quietly, and he introduces Andy to his criminal organization, P.A.N.D.R.A., that has the mission of protecting ESPers from the humans that mistreat them -- even if it’s by force….
