After a breakdown in Japan's educational system, from nurseries all the way to universities, the ministry of education has adopted more strict measures to keep student rebellion under control. Teachers are permitted to carry weapons and given permission to kill if needed, resulting in an era called the "Education Western" due to the similarities with that lawless and violent period. Two students, the hotblooded Saotome Mondo and the cold and calculating Midou Tatsuma, forming the Student Guerrilla to face off against teachers and the apparent despot Midoro Toranosuke to bring down the tyrannical education system.
